Midmarket Executives investing in talent despite volatile economy

Middle-market C-suite executives are navigating uncertainty while poised to make key longer-term investments in technology, talent and growth, according to the Citizens Business Leaders Survey released March 12 by the financial institution Citizens Financial Group.
The survey found that more than half of middle-market business leaders, 56%, expect their companies to hire more personnel this year, while 57% plan to invest more in growth than they did in 2024. Only 10% of leaders expected their organization to reduce personnel in 2025.
In addition, 84% reported recruitment and retention are a top or high priority, and 87% expect workforce challenges to directly impact their growth over the next three to five years.
Competition from other companies was the top challenge respondents face, cited by 32%, followed closely by a lack of qualified/skilled candidates and rising labor costs, both cited by 31%.
Once talent is in the door, skills gaps, compensation pressures and limited training resources are making retention difficult.
Middle-market companies are investing in both people and technology, with nearly two in five putting more resources into employee training and development to improve retention and recruitment, while 38% are turning to automation or AI to ease the pressure when hiring falls short. And 36% are doubling down on workplace culture and employee engagement, while 33% said that they were offering higher wages and better benefits.
Business Outlook
“Business leaders came into the year with a generally upbeat feeling about the economy, and that sentiment remains, despite macroeconomic volatility,” Don McCree, Citizens senior vice chair and head of commercial banking, said in a press release.
The survey results underscore a sense of “cautious optimism” about the business outlook for 2025, as 83% of leaders believe their business is in a better financial position now than it was a year ago — an outlook that contrasts with many broader economic indicators.
More than half of business leaders cited inflation as the greatest risk to companies’ financial performance in 2025. Key factors representing the greatest risk include:

Business leaders at 502 middle-market US businesses who are directly involved in corporate decision-making completed a web-based survey in February for the Citizens Business Leaders Survey, while C-level executives at 250 middle market US businesses completed a web-based survey between January and February for Citizens Middle Market Business Challenges Survey.
ADP National Employment Report: Private Sector Employment Increased by 155,000 Jobs in March; Over 61% of the New Job Creation (95,000) came from Small & Medium Establishments; Annual Pay was Up 4.6%
ROSELAND, N.J. – April 2, 2025
Private sector employment increased by 155,000 jobs in March and annual pay was up 4.6% year-over-year, according to the March ADP® National Employment ReportTM produced by ADP Research in collaboration with the Stanford Digital Economy Lab (“Stanford Lab”).
The ADP National Employment Report is an independent measure and high-frequency view of the private-sector labor market based on actual, anonymized payroll data of more than 25,000,000 U.S. employees.
The jobs report and pay insights use ADP’s fine-grained anonymized and aggregated payroll data to provide a representative picture of the private-sector labor market. The report details the current month’s total private employment change, and weekly job data from the previous month. Because the underlying ADP payroll databases are continuously updated, the report provides a high frequency, near real-time measure of U.S. employment. This measure reflects the number of employees on ADP client payrolls (Payroll Employment) to provide a richer understanding of the labor market. As of January 2025, ADP’s Pay Insights measure captures nearly 14,800,000 individual pay change observations each month, up from nearly 10,000,000 when it launched.

“Despite policy uncertainty and downbeat consumers, the bottom line is this: The March topline number was a good one for the economy and employers of all sizes, if not necessarily all sectors,” said Nela Richardson, chief economist, ADP.

Private employers added 155,000 jobs in March. Manufacturing delivered stronger-than-average job gains for the second straight month. Construction hiring slowed. Natural resources and trade, transportation, and utilities lost jobs.

Year-over-year pay gains slowed to 4.6% for job-stayers and to 6.5% for job-changers. The pay premium for job-changers was 1.9%, matching a series low last seen in September.

Bottom-line: To my audience of recruiters, always remember this: Our ‘bread and butter’, especially on the contingency side of the house, has historically been, and continues to be, small and medium-sized client companies. Along with the large companies, these companies need to be included in your niche!
Job Openings and Labor Turnover – February 2025
April 1, 2025
The number of job openings was little changed at 7,600,000 in February, the U.S. Bureau of Labor Statistics reported today. Over the month, hires and total separations held at 5,400,000 and 5,300,000, respectively. Within separations, quits (3,200,000) and layoffs and discharges (1,800,000) changed little.
This release includes estimates of the number and rate of job openings, hires, and separations for the total nonfarm sector, by industry, and by establishment size class. Job openings include all positions that are open on the last business day of the month. Hires and separations include all changes to the payroll during the entire month.
Job Openings
The number of job openings was little changed at 7,600,000 in February but was down by 877,000 over the year. The job openings rate, at 4.5%, changed little over the month. The number of job openings decreased in finance and insurance (-80,000).
Hires
In February, the number and rate of hires were unchanged at 5,400,000 and 3.4%, respectively. The number of hires was little changed in all industries in February.
Separations
Total separations include quits, layoffs and discharges, and other separations. Quits are generally voluntary separations initiated by the employee. Therefore, the quits rate can serve as a measure of workers’ willingness or ability to leave jobs. Layoffs and discharges are involuntary separations initiated by the employer. Other separations include separations due to retirement, death, disability, and transfers to other locations of the same firm.
The number and rate of total separations in February were unchanged at 5,300,000 and 3.3%, respectively. Total separations increased in state and local government education (+32,000) and in federal government (+11,000).
In February, the number of quits was little changed at 3,200,000 but was down by 273,000 over the year. Over the month, the quits rate was unchanged at 2.0%. Quits increased in state and local government education (+28,000).
In February, the number of layoffs and discharges changed little at 1,800,000. The layoffs and discharges rate was unchanged at 1.1%. Layoffs and discharges increased in retail trade (+67,000), real estate and rental and leasing (+24,000), and federal government (+18,000). Layoffs and discharges decreased in transportation, warehousing, and utilities (-42,000).
The number of other separations decreased 67,000 to 275,000 in February.
Establishment Size Class
In February, the quits rate and other separations rate decreased for establishments with 1 to 9 employees, while the layoffs and discharges rate increased. The job openings, hires, and total separations rate changed little for establishments with 1 to 9 employees. For establishments with 5,000 or more employees, all rates showed little or no change.
January 2025 Revisions
The number of job openings for January was revised up by 22,000 to 7,800,000, the number of hires was revised down by 22,000 to 5,400,000, and the number of total separations was revised up by 20,000 to 5,300,000. Within separations, the number of quits was revised down by 10,000 to 3,300,000, and the number of layoffs and discharges was revised up by 39,000 to 1,700,000. (Monthly revisions result from additional reports received from businesses and government agencies since the last published estimates and from the recalculation of seasonal factors.)
The Job Openings and Labor Turnover Survey estimates for March 2025 are scheduled to be released on Tuesday, April 29, 2025, at 10:00 a.m. (ET).
As we recruiters know, that 7,600,000 number only represents 20% of the jobs currently available in the marketplace. The other 80% of job openings are unpublished and are filled through networking or word of mouth or by using a RECRUITER. So, those 7,600,000 published job openings now become a total of 38,000,000 published and hidden job orders.
Online Labor Demand Increased in February
March 12, 2025
The Conference Board−Lightcast Help Wanted OnLine® (HWOL) Index increased in February 2025 to 120.8 (July 2018=100), up from an upwardly revised 116.9 in January. The 3.3% increase between February and January followed a 0.7% increase between January and December. Overall, the Index is down 10.3% from one year ago.
The HWOL Index measures the change in advertised online job vacancies over time, reflecting monthly trends in employment opportunities across the US. The Help Wanted OnLine® Index is produced in collaboration with Lightcast, the global leader in real-time labor market data and analysis. This collaboration enhances the Help Wanted OnLine® program by providing additional insights into important labor market trends.
PROGRAM NOTES
Prior to 2020, The Conference Board constructed the HWOL Index based solely on online job ads over time. Using a methodology designed to reduce non-economic volatility contributed by online job sources, the HWOL Index served an effective measure of changes in labor demand over time.
Beginning January 2020, the HWOL Index was refined as an estimate of change in job openings (based on BLS JOLTS), using a series of econometric models which incorporate job ads with other macroeconomic indicators such as employment and aggregate hours worked. By adopting a modeled approach which combines other data sources with data on online job ads, the HWOL Index more accurately tracks important movements in the labor market.
HWOL Annual Revision. With the May 2024 press release, the HWOL program has incorporated its annual revision, which helps ensure the accuracy and consistency of the HWOL Data Series. This year’s annual revision includes updates to the Occupational coding, the Industry coding, and the Geography coding for the HWOL Data Series from January 2015-forward. The HWOL Index has also been updated from January 2020-forward.
In August 2024, Lightcast and The Conference Board identified a technical coding error in the HWOL Data Series. The HWOL Data Series was historically revised from March 2024-present with the release of the July 2024 data.
The Conference Board-Lightcast Help Wanted OnLine® (HWOL) Index measures changes over time in advertised online job vacancies, reflecting monthly trends in employment opportunities across the US. The HWOL Data Series aggregates the total number of ads available by month from the HWOL universe of online job ads. Ads in the HWOL universe are collected in real-time from over 50,000 online job domains including traditional job boards, corporate boards, social media sites, and smaller job sites that serve niche markets and smaller geographic areas.
Like The Conference Board’s long-running Help Wanted Advertising Index of print ads (which was published for over 55 years and discontinued in July 2008), Help Wanted OnLine® measures help wanted advertising—i.e. labor demand. The HWOL Data Series began in May 2005 and was revised in December 2018. With the December 2018 revision, The Conference Board released the HWOL Index, improving upon the HWOL Data Series’ ability to assess local labor market trends by reducing volatility and non-economic noise and improving correlation with local labor market conditions.
In 2019, Lightcast (formerly Emsi Burning Glass) joined the Help Wanted OnLine®program as the new sole provider of online job ad data for HWOL. With this partnership, the HWOL Data Series has been revised historically to reflect a new universe and methodology of online job advertisements and therefore cannot be used in conjunction with the pre-revised HWOL Data Series. The HWOL Data Series begins in January 2015 and the HWOL Index begins in December 2005. HWOL Index values prior to 2020 are based on job ads collected by CEB, Inc.

U-6 Update
In March 2025, the regular unemployment rate edged up to 4.2% and the broader U-6 measure fell to 7.9%.
The above 7.9% is referred to as the U-6 unemployment rate (found in the monthly BLS Employment Situation Summary, Table A-15; Table A-12 in 2008 and before). It counts not only people without work seeking full-time employment (the more familiar U-3 rate) but also counts “marginally attached workers and those working part-time for economic reasons.” Note that some of these part-time workers counted as employed by U-3 could be working as little as an hour a week. And the “marginally attached workers” include those who have gotten discouraged and stopped looking but still want to work. The age considered for this calculation is 16 years and over.

The March 2025 BLS Analysis
Total nonfarm payroll employment rose by 228,000 in March, and the unemployment rate edged up to 4.2%, the U.S. Bureau of Labor Statistics reported today. Employment also increased in retail trade, partially reflecting the return of workers from a strike. Federal government employment declined.
The change in total nonfarm payroll employment for January was revised down by 14,000, from +125,000 to +111,000, and the change for February was revised down by 34,000, from +151,000 to +117,000. With these revisions, employment in January and February combined is 48,000 lower than previously reported. (Monthly revisions result from additional reports received from businesses and government agencies since the last published estimates and from the recalculation of seasonal factors.)
The unemployment rate is also published by the BLS. That rate is found by dividing the number of unemployed by the total civilian labor force. On April 4th, 2025, the BLS published the most recent unemployment rate for March 2025 of 4.2% (actually, it is 4.152% up .013% from 4.139% in February).
The unemployment rate was determined by dividing the unemployed of 7,083,000
(–up from the month before by 31,000—since March 2024, this number has increased by 586,000) by the total civilian labor force of 170,591,000 (up by 232,000 from February 2025). Since March 2024, our total civilian labor force has increased by 2,669,000 workers.
(The continuing ‘Strange BLS Math’ saga—after a detour in December 2016 when the BLS {for the first time in years} DECREASED the total Civilian Noninstitutional Population—this month the BLS increased this total to 273,023,000. This is an increase of 176,000 from last month’s increase of 162,000. In one year, this population has increased by 5,139,000. For the last several years the Civilian Noninstitutional Population has increased each month—except in December 2016, 2018, 2019, 2020 & 2023—by…)

Subtract the ‘civilian labor force’ from the ‘civilian noninstitutional population’) and you get 102,432,000 ‘Not in Labor Force’—down by 55,000 from last month’s 102,487,000. In one year, this NILF population has increased by 2,468,000. The government tells us that most of these NILFs got discouraged and just gave up looking for a job. My monthly recurring question is: “If that is the case, how do they survive when they don’t earn any money because they don’t have a job? Are they ALL relying on the government to support them??”
This month, our Employment Participation Rate—the population 16 years and older working or seeking work—remained at 62.5%. This rate is this is .1% higher than the historically low rate of 62.4% recorded in September 2015—and, before that, the rate recorded in October 1977—9 months into Jimmy Carter’s presidency—almost 40 years ago!
Final take on these numbers: Fewer people looking for work will always bring down the unemployment rate.
Anyway, back to the point I am trying to make. On the surface, these new unemployment
rates are scary, but let’s look a little deeper and consider some other numbers.
The unemployment rate includes all types of workers—construction workers, government workers, etc. We recruiters, on the other hand, mainly place management, professional and related types of workers. That unemployment rate in March was 2.3% (this rate was .1% lower than last month’s 2.4%). Or you can look at it another way. We usually place people who have college degrees. That unemployment rate in March was 2.6% (this rate was .1% higher than last month’s 2.5%).
Now stay with me a little longer. This gets better. It’s important to understand (and none of the pundits mention this) that the unemployment rate, for many reasons, will never be 0%, no matter how good the economy is. Without boring you any more than I have already, let me add here that Milton Friedman (the renowned Nobel Prize-winning economist), is famous for the theory of the “natural rate of unemployment” (or the term he preferred, NAIRU, which is the acronym for Non-Accelerating Inflation Rate of Unemployment). Basically, this theory states that full employment presupposes an ‘unavoidable and acceptable’ unemployment rate of somewhere between 4-6% with it. Economists often settle on 5%, although the “New Normal Unemployment Rate” has been suggested to fall at 6.7%.
Nevertheless (if you will allow me to apply a ‘macro’ concept to a ‘micro’ issue), if this rate is applied to our main category of Management, Professional and Related types of potential recruits, and/or our other main category of College-Degreed potential recruits,
we are well below the 4-6% threshold for full employment…we find no unemployment! None! Zilch! A Big Goose Egg!
THE IMPORTANCE OF GDP
“The economic goal of any nation, as of any individual, is to get the greatest results with the least effort. The whole economic progress of mankind has consisted in getting more production with the same labor…Translated into national terms, this first principle means that our real objective is to maximize production. In doing this, full employment—that is, the absence of involuntary idleness—becomes a necessary by-product. But production is the end, employment merely the means. We cannot continuously have the fullest production without full employment. But we can very easily have full employment without full production.”

On March 27th, the real gross domestic product (GDP) increased at an annual rate of 2.4% in the fourth quarter of 2024 (October, November, and December), according to the “third” estimate released by the Bureau of Economic Analysis. In the third quarter of 2024, real GDP increased 3.1%.
The increase in real GDP in the fourth quarter primarily reflected increases in consumer spending and government spending that were partly offset by a decrease in investment. Imports, which are a subtraction in the calculation of GDP, decreased.

Real GDP was revised up by 0.1% from the second estimate, primarily reflecting a downward revision to imports.
Compared to the third quarter, the deceleration in real GDP in the fourth quarter primarily reflected downturns in investment and exports that were partly offset by an acceleration in consumer spending. Imports turned down.
From an industry perspective, the increase in real GDP reflected an increase of 2.3% in real value added for private goods-producing industries, an increase of 2.4% for private services-producing industries, and an increase of 2.7% for government.
Real gross output increased 1.7% in the fourth quarter, reflecting an increase of 0.3% for private goods-producing industries, an increase of 2.0% for private services-producing industries, and an increase of 3.1% for government.
GDP and Related Measures for 2024
Real GDP increased 2.8% in 2024 (from the 2023 annual level to the 2024 annual level), the same as previously estimated. The increase in real GDP in 2024 reflected increases in consumer spending, investment, government spending, and exports. Imports increased.
From an industry perspective in 2024, private goods-producing industries increased 3.4%, private services-producing industries increased 2.8%, and government increased 1.9%.
Profits from current production (corporate profits with inventory valuation and capital consumption adjustments) increased $281.3 billion in 2024, compared with an increase of $229.8 billion in 2023.

IT IS IMPOSSIBLE FOR UNEMPLOYMENT EVER TO BE ZERO
‘Unemployment’ is an emotional ‘trigger’ word…a ‘third rail’, if you will. It conjures up negative thoughts. But it is important to realize that, while we want everyone who wants a job to have the opportunity to work, unemployment can never be zero and, in fact, can be disruptive to an economy if it gets too close to zero. Very low unemployment can actually hurt the economy by creating an upward pressure on wages which invariably leads to higher production costs and prices. This can lead to inflation. The lowest the unemployment rate has been in the US was 2.5%. That was in May and June 1953 when the economy overheated due to the Korean War. When this bubble burst, it kicked off the Recession of 1953. A healthy economy will always include some percentage of unemployment.
There are five main sources of unemployment:
1. Cyclical (or demand-deficient) unemployment – This type of unemployment fluctuates with the business cycle. It rises during a recession and falls during the subsequent recovery. Workers who are most affected by this type of unemployment are laid off during a recession when production volumes fall, and companies use lay-offs as the easiest way to reduce costs. These workers are usually rehired, some months later, when the economy improves.
2. Frictional unemployment – This comes from the normal turnover in the labor force. This is where new workers are entering the workforce and older workers are retiring and leaving vacancies to be filled by the new workers or those re-entering the workforce. This category includes workers who are between jobs.
3. Structural unemployment – This happens when the skills possessed by the unemployed worker don’t match the requirements of the opening—whether those be in characteristics and skills or in location. This can come from new technology or foreign competition (e.g., foreign outsourcing). This type of unemployment usually lasts longer than frictional unemployment because retraining, and sometimes relocation, is involved. Occasionally jobs in this category can just disappear overseas.
4. Seasonal unemployment – This happens when the workforce is affected by the climate or time of year. Construction workers and agricultural workers aren’t needed as much during the winter season because of the inclement weather. On the other hand, retail workers experience an increase in hiring shortly before, and during, the holiday season, but can be laid off shortly thereafter.
5. Surplus unemployment – This is caused by minimum wage laws and unions. When wages are set at a higher level, unemployment can often result. Why? To keep within the same payroll budget, the company must let go of some workers to pay the remaining workers a higher salary.
Other factors influencing the unemployment rate:
1. Length of unemployment – Some studies indicate that an important factor influencing a worker’s decision to accept a new job is directly related to the length of the unemployment benefit they are receiving. Currently, workers in most states are eligible for up to 26 weeks of benefits from the regular state-funded unemployment compensation program.
Extended Benefits are available to workers who have exhausted regular unemployment insurance benefits during periods of high unemployment. The basic Extended Benefits program provides up to 13 additional weeks of benefits when a State is experiencing high unemployment. Some States have also enacted a voluntary program to pay up to 7 additional weeks (20 weeks maximum) of Extended Benefits during periods of extremely high unemployment.
Studies suggest that additional weeks of benefits reduce the incentive of the unemployed to seek and accept less-desirable jobs.
2. Changes in GDP – Since hiring workers takes time, the improvement in the unemployment rate usually lags the improvement in the GDP.

The March 2025 rates for these two categories, 2.3% and 2.6%, respectively, are pretty low. But regardless, these unemployment numbers usually include a good number of job hoppers, job shoppers and rejects. We, on the other hand, are engaged by our client companies to find those candidates who are happy, well-appreciated, making good money and currently working and we entice them to move for even better opportunities—especially where new technologies are expanding. This will never change. And that is why, no matter the overall unemployment rate, we still need to MARKET to find the best possible job orders to work and we still need to RECRUIT to find the best possible candidates for those Job Orders.
