WHY A COACH?

In the opinion of ex-Dallas Cowboys football coach Tom Landry who coached from 1960-1988, “A coach is someone who tells you what you don’t want to hear, who has you see what you don’t want to see, so you can be who you have always known you could be.”

Football legend, Vince Lombardi said it best, “Some people try to find things in this game that don’t exist, but football is only two things – blocking and tackling.”  It doesn’t sound very sexy, but it is what it is.  Likewise, Recruitment is only two things – marketing and recruiting.  It’s as simple as that.  Don’t try to over-think this thing.  It reminds me of the old saying that you shouldn’t try to put lipstick on a pig…it doesn’t work, and it annoys the pig!

On a daily basis we have the ability to learn great lessons.  And one of the primary ones is to not deviate from your strengths.  There are many ways to be successful at what you do as long as you rely on your strengths!  No matter what fancy alternatives are presented to you to replace picking up the phone and speaking into it, the ‘classic’ direct marketing call wins every time.  The Classics are the classics for a reason.  They have worked in the past, are working in the present and will continue to work in the future.  Follow the classics to top production!

Preface

Many of you continue to correspond with me about these monthly BLS analyses and have asked if it is OK to use them in your presentations.  The answer is, of course, yes!  That is why I spend the time to assemble this information.  I would encourage any of you who have that desire to weave any of the information I have printed below into your presentations.  I write these analyses for the benefit of our recruitment industry in general and for the members of my distribution list in particular.  So, use this info as you deem appropriate.

I also write these monthly BLS analyses to not only counterbalance the negative/incorrect press reporting of our general economic state but, more than that, to remind all of my recruitment readers that, at the level we work, there is no unemployment and so we must recruit to find the candidates our client companies so desperately need!

So, to my recruiter colleagues, get out there and do what your name implies…RECRUIT!  When your client companies have unique and difficult positions to fill, they need you.  When they are being picky, they need you.  When they are longing for more production from fewer employees, they need you.  Go fill those needs.  These should be the halcyon days in the recruitment arena!

Finally, always remember that we are not in an HR business, but in a ‘circumventing the time factor in the hiring sequence’ business—and adding value to our client companies.

US Services Sector Expands at Slowest Pace since May 2020: ISM

Daily News, July 7, 2022

Economic activity in the US services sector increased in June but at a slower rate than May, according to the Institute for Supply Management’s Services ISM Report on Business released Wednesday.

The ISM’s Services PMI dropped to a level of 55.3% in June from 55.9% in May. This is the lowest reading since May 2020, when the index registered 45.2%. However, the index indicated growth for the 25th consecutive month after a two-month contraction in April and May 2020.  Readings above 50.1% indicate expansion over time.

The slight slowdown in June’s services sector growth was due to a decline in new orders and employment, according to Anthony Nieves, chair of the ISM’s Services Business Survey Committee.

“According to the Services PMI, all 18 industries reported growth,” Nieves said. “Growth continues but slower for the services sector, which has expanded for all but two of the last 149 months. Logistical challenges, a restricted labor pool, material shortages, inflation, the coronavirus pandemic and the war in Ukraine continue to negatively impact the services sector.”

The report noted that employment activity in the services industry contracted in June for the third time in the last five months.

Comments from respondents include:

  • “Business continues to stay steady amid rising interest rates, a lack of labor, inflation, transportation problems and high gas/diesel prices. Outlook is measured due to economic headwinds.”
  • “Staffing employment challenges have resurfaced, and costs have dramatically increased on core needs, led by soybean oil products. Rise in diesel fuel affecting almost everything.”

ISM’s data is based on a survey of purchasing and supply executives across the US.

*ADP Research Institute (ADPRI) and the Stanford Digital Economy Lab (the “Lab”) announced they will retool the ADP National Employment Report (NER) methodology to provide a more robust, high-frequency view of the labor market and trajectory of economic growth. In preparation for the changeover to the new report and methodology, ADPRI will pause issuing the current report and has targeted August 31, 2022, to reintroduce the ADP National Employment Report in collaboration with the Stanford Digital Economy Lab (the “Lab”). 

Job Openings and Labor Turnover Summary – May 2022

July 6, 2022        

The number of job openings decreased to 11,300,000 on the last business day of May, the U.S. Bureau of Labor Statistics reported today. Hires and total separations were little changed at 6,500,000 and 6,000,000, respectively. Within separations, quits (4,300,000) and layoffs and discharges (1,400,000) were little changed. This release includes estimates of the number and rate of job openings, hires, and separations for the total nonfarm sector, by industry, and by establishment size class.

Job Openings

On the last business day of May, the number and rate of job openings decreased to 11,300,000 (-427,000) and 6.9%, respectively. The largest decreases in job openings were in professional and business services (-325,000), durable goods manufacturing

(-138,000), and nondurable goods manufacturing (-70,000).

Hires

In May, the number of hires was little changed at 6,500,000. The hires rate was unchanged at 4.3%. Hires decreased in finance and insurance (-40,000).

Separations

Total separations includes quits, layoffs and discharges, and other separations. Quits are generally voluntary separations initiated by the employee. Therefore, the quits rate can serve as a measure of workers’ willingness or ability to leave jobs. Layoffs and discharges are involuntary separations initiated by the employer. Other separations includes separations due to retirement, death, disability, and transfers to other locations of the same firm.

In May, the number of total separations was little changed at 6,000,000. The rate was unchanged at 3.9%. Total separations decreased in real estate and rental and leasing

(-30,000) and in state and local government education (-28,000).

In May, the number and rate of quits were little changed at 4,300,000 and 2.8%, respectively. Quits decreased in real estate and rental and leasing (-33,000) and in state and local government education (-19,000). Quits increased in arts, entertainment, and recreation (+19,000).

In May, the number of layoffs and discharges was little changed at 1,400,000. The rate was unchanged at 0.9%. Layoffs and discharges increased in wholesale trade (+24,000) and in federal government (+4,000).

The number of other separations was little changed in May at 324,000. Other separations decreased in state and local government education (-12,000) and in educational services (-3,000). Other separations increased in real estate and rental and leasing (+6,000).

Net Change in Employment

Large numbers of hires and separations occur every month throughout the business cycle. Net employment change results from the relationship between hires and separations. When the number of hires exceeds the number of separations, employment rises, even if the hires level is steady or declining. Conversely, when the number of hires is less than the number of separations, employment declines, even if the hires level is steady or rising.

Over the 12 months ending in May, hires totaled 78,400,000 and separations totaled 72,000,000, yielding a net employment gain of 6,400,000. These totals include workers who may have been hired and separated more than once during the year.

Establishment Size Class

In May, the job openings rate decreased in establishments with 250 to 999 employees. The quits rate decreased in establishments with 250 to 999 employees and in establishments with 5,000 or more employees.

The Job Openings and Labor Turnover Survey estimates for June 2022 are scheduled to be released on Tuesday, August 2, 2022, at 10:00 a.m. (ET).

As we recruiters know that 11,300,000 number only represents 20% of the jobs currently available in the marketplace.  The other 80% of job openings are unpublished and are filled through networking or word of mouth or by using a RECRUITER.   So, those 11,300,000 published job openings now become a total of 56,500,000 published AND hidden job orders.

Index of Online Job Listings Rebounds More than 3% after Declining in April

The Conference Board®−Burning Glass® Help Wanted OnLine® (HWOL) Index increased in May and now stands at 178.6 (July 2018=100), up from 173.1 in April. The 3.2% increase between April and May follows a 3.8% decrease between March and April. Overall, the Index is up 22.1% from a year ago.

The Conference Board®-Burning Glass® Help Wanted OnLine® (HWOL) Index measures the change in advertised online job vacancies over time, reflecting monthly trends in employment opportunities across the US. The Help Wanted OnLine® Index is produced in collaboration with Emsi Burning Glass, the global pioneer in real-time labor market data and analysis. This recent collaboration enhances the Help Wanted OnLine® program by providing additional insights into important labor market trends.

PROGRAM NOTES

Prior to 2020, The Conference Board constructed the HWOL Index based solely on online job ads over time. Using a methodology designed to reduce non-economic volatility contributed by online job sources, the HWOL Index served an effective measure of changes in labor demand over time.

Beginning January 2020, the HWOL Index was refined as an estimate of change in job openings (based on BLS JOLTS), using a series of econometric models which incorporate job ads with other macroeconomic indicators such as employment and aggregate hours worked. By adopting a modeled approach which combines other data sources with data on online job ads, the HWOL Index more accurately tracks important movements in the labor market.

The Conference Board®-Burning Glass® Help Wanted OnLine® (HWOL) Index measures changes over time in advertised online job vacancies, reflecting monthly trends in employment opportunities across the US. The HWOL Data Series aggregates the total number of ads available by month from the HWOL universe of online job ads. Ads in the HWOL universe are collected in real-time from over 50,000 online job domains including traditional job boards, corporate boards, social media sites, and smaller job sites that serve niche markets and smaller geographic areas.

Like The Conference Board’s long-running Help Wanted Advertising Index of print ads (which was published for over 55 years and discontinued in July 2008), Help Wanted OnLine® measures help wanted advertising, i.e. labor demand. The HWOL Data Series began in May 2005 and was revised in December 2018. With the December 2018 revision, The Conference Board released the HWOL Index, improving upon the HWOL Data Series’ ability to assess local labor market trends by reducing volatility and non-economic noise and improving correlation with local labor market conditions.

In 2019, the Help Wanted OnLine® program partnered with Emsi Burning Glass, the new sole provider of online job ad data for HWOL. With the partnership, the HWOL Data Series has been revised historically to reflect a new universe and methodology of online job advertisements and therefore cannot be used in conjunction with the pre-revised HWOL Data Series. The HWOL Data Series begins in January 2015 and the HWOL Index begins in December 2005. HWOL Index values prior to 2020 are based on job ads collected by CEB, Inc.

U-6 Update

In June 2022, the regular unemployment rate remained at 3.6% and the broader U-6 measure fell .4% to 6.7%.

The above 6.7% is referred to as the U-6 unemployment rate (found in the monthly BLS Employment Situation Summary, Table A-15; Table A-12 in 2008 and before).  It counts not only people without work seeking full-time employment (the more familiar U-3 rate), but also counts “marginally attached workers and those working part-time for economic reasons.”  Note that some of these part-time workers counted as employed by U-3 could be working as little as an hour a week.  And the “marginally attached workers” include those who have gotten discouraged and stopped looking, but still want to work.  The age considered for this calculation is 16 years and over.

The June 2022 BLS Analysis

Total nonfarm payroll employment rose by 372,000 in June and the unemployment rate was unchanged at 3.6%, the U.S. Bureau of Labor Statistics reported today.  Notable job gains occurred in professional and business services, leisure and hospitality, and health care.
 
The change in total nonfarm payroll employment for April was revised down by 68,000, from +436,000 to +368,000, and the change for May was revised down by 6,000, from +390,000 to +384,000.  With these revisions, employment in April and May combined is 74,000 lower than previously reported.  (Monthly revisions result from additional reports received from businesses and government agencies since the last published estimates and from the recalculation of seasonal factors).

The unemployment rate is also published by the BLS.  That rate is found by dividing the number of unemployed by the total civilian labor force.  On July 8th, 2022, the BLS published the most recent unemployment rate for June 2022 of 3.6% (actually, it is 3.604% down .016% from 3.620% in May.

The unemployment rate was determined by dividing the unemployed of 5,912,000

(–down from the month before by 38,000—since June 2021, this number has decreased by 3,590,000) by the total civilian labor force of 164,023,000 (down by 353,000 from May 2022).  Since June 2021, our total civilian labor force has increased by 2,909,000 workers.

(The continuing ‘Strange BLS Math’ saga—after a detour in December 2016 when the BLS {for the first time in years} DECREASED the total Civilian Noninstitutional Population—this month the BLS increased this total to 263,835,000.  This is an increase of 156,000 from last month’s increase of 120,000.  In one year, this population has increased by 2,497,000.  For the last 3 years the Civilian Noninstitutional Population has increased each month—except in December 2016, December 2018, December 2019, & December 2020—by…)

Subtract the ‘civilian labor force’ from the ‘civilian noninstitutional population’) and you get 99,812,000 ‘Not in Labor Force’—up by 510,000 from last month’s 99,302,000.  In one year, this NILF population has decreased by 412,000.  The government tells us that most of these NILFs got discouraged and just gave up looking for a job.  My monthly recurring question is: “If that is the case, how do they survive when they don’t earn any money because they don’t have a job?  Are they ALL relying on the government to support them??”

This month, our Employment Participation Rate—the population 16 years and older working or seeking work—fell to 62.2%.  This rate is .2% lower than the historically low rate of 62.4% recorded in September 2015—and, before that, the rate recorded in October 1977—9 months into Jimmy Carter’s presidency—almost 40 years ago!

Final take on these numbers:  Fewer people looking for work will always bring down the unemployment rate.

Anyway, back to the point I am trying to make.  On the surface, these new unemployment rates are scary, but let’s look a little deeper and consider some other numbers.

The unemployment rate includes all types of workers—construction workers, government workers, etc.  We recruiters, on the other hand, mainly place management, professional and related types of workers.  That unemployment rate in June was 2.2% (this rate was .6% higher than last month’s 1.6%).  Or you can look at it another way.  We usually place people who have college degrees.  That unemployment rate in June was2.1% (this rate was .1% higher than last month’s 2.0%).

Now stay with me a little longer.  This gets better.  It’s important to understand (and none of the pundits mention this) that the unemployment rate, for many reasons, will never be 0%, no matter how good the economy is.  Without boring you any more than I have already, let me add here that Milton Friedman (the renowned Nobel Prize-winning economist), is famous for the theory of the “natural rate of unemployment” (or the term he preferred, NAIRU, which is the acronym for Non-Accelerating Inflation Rate of Unemployment).  Basically, this theory states that full employment presupposes an ‘unavoidable and acceptable’ unemployment rate of somewhere between 4-6% with it.  Economists often settle on 5%, although the “New Normal Unemployment Rate” has been suggested to fall at 6.7%.

Nevertheless (if you will allow me to apply a ‘macro’ concept to a ‘micro’ issue), if this rate is applied to our main category of Management, Professional and Related types of potential recruits, and/or our other main category of College-Degreed potential recruits, because of the COVID-19 shutdown, we are not that far above the 4-6% threshold for full employment…and that will change as soon as we all return to work!

THE IMPORTANCE OF GDP

“The economic goal of any nation, as of any individual, is to get the greatest results with the least effort.  The whole economic progress of mankind has consisted in getting more production with the same labor…Translated into national terms, this first principle means that our real objective is to maximize production.  In doing this, full employment—that is, the absence of involuntary idleness—becomes a necessary by-product.  But production is the end, employment merely the means.  We cannot continuously have the fullest production without full employment.  But we can very easily have full employment without full production.”

On June 29th, the real gross domestic product (GDP) decreased at an annual rate of 1.6% in the first quarter of 2022, according to the “third” estimate released by the Bureau of Economic Analysis.  In the fourth quarter, real GDP increased 6.9%.

The “third” estimate of GDP released today is based on more complete source data than were available for the “second” estimate issued last month.  In the second estimate, the decrease in real GDP was 1.5%. The update primarily reflects a downward revision to personal consumption expenditures (PCE) that was partly offset by an upward revision to private inventory investment.

The decrease in real GDP reflected decreases in exports, federal government spending, private inventory investment, and state and local government spending, while imports, which are a subtraction in the calculation of GDP, increased. Nonresidential fixed investment, PCE, and residential fixed investment increased.

COVID-19 Impact on the First-Quarter 2022 GDP Estimate

In the first quarter, an increase in COVID-19 cases related to the Omicron variant resulted in continued restrictions and disruptions in the operations of establishments in some parts of the country. Government assistance payments in the form of forgivable loans to businesses, grants to state and local governments, and social benefits to households all decreased as provisions of several federal programs expired or tapered off. The full economic effects of the COVID-19 pandemic cannot be quantified in the GDP estimate for the first quarter because the impacts are generally embedded in source data and cannot be separately identified.

The decrease in exports reflected widespread decreases in nondurable goods. The decrease in federal government spending primarily reflected a decrease in defense spending on intermediate goods and services. The decrease in private inventory investment was led by decreases in wholesale trade (mainly motor vehicles) as well as mining, utilities, and construction (notably, utilities). The increase in imports was led by an increase in goods (notably, nonfood and nonautomotive consumer goods).

The increase in nonresidential fixed investment reflected increases in equipment and intellectual property products. The increase in PCE reflected an increase in spending on services (led by housing and utilities and “other” services) that was partly offset by a decrease in spending on goods. Within goods, widespread decreases in nondurable goods (led by groceries as well as gasoline and other energy goods) were largely offset by an increase in durable goods (led by motor vehicles and parts).

Annual Update of the National Economic Accounts

BEA will release results from the 2022 annual update of the National Economic Accounts, which includes the National Income and Product Accounts as well as the Industry Economic Accounts, on September 29, 2022. This update will present revised statistics for GDP, GDP by Industry, and gross domestic income that cover the first quarter of 2017 through the first quarter of 2022.

IT IS IMPOSSIBLE FOR UNEMPLOYMENT EVER TO BE ZERO

‘Unemployment’ is an emotional ‘trigger’ word…a ‘third rail’, if you will.  It conjures up negative thoughts.  But it is important to realize that, while we want everyone who wants a job to have the opportunity to work, unemployment can never be zero and, in fact, can be disruptive to an economy if it gets too close to zero.  Very low unemployment can actually hurt the economy by creating an upward pressure on wages which invariably leads to higher production costs and prices.  This can lead to inflation.  The lowest the unemployment rate has been in the US was 2.5%.  That was in May and June 1953 when the economy overheated due to the Korean War.  When this bubble burst, it kicked off the Recession of 1953.  A healthy economy will always include some percentage of unemployment.

There are five main sources of unemployment:

1.  Cyclical (or demand-deficient) unemployment – This type of unemployment fluctuates with the business cycle.  It rises during a recession and falls during the subsequent recovery.  Workers who are most affected by this type of unemployment are laid off during a recession when production volumes fall, and companies use lay-offs as the easiest way to reduce costs.  These workers are usually rehired, some months later, when the economy improves.

2.  Frictional unemployment – This comes from the normal turnover in the labor force.  This is where new workers are entering the workforce and older workers are retiring and leaving vacancies to be filled by the new workers or those re-entering the workforce.  This category includes workers who are between jobs.

3.  Structural unemployment – This happens when the skills possessed by the unemployed worker don’t match the requirements of the opening—whether those be in characteristics and skills or in location.  This can come from new technology or foreign competition (e.g., foreign outsourcing).  This type of unemployment usually lasts longer than frictional unemployment because retraining, and sometimes relocation, is involved.  Occasionally jobs in this category can just disappear overseas.

4.  Seasonal unemployment – This happens when the workforce is affected by the climate or time of year.  Construction workers and agricultural workers aren’t needed as much during the winter season because of the inclement weather.  On the other hand, retail workers experience an increase in hiring shortly before, and during, the holiday season, but can be laid off shortly thereafter.

5.  Surplus unemployment – This is caused by minimum wage laws and unions.  When wages are set at a higher level, unemployment can often result.  Why?  To keep within the same payroll budget, the company must let go of some workers to pay the remaining workers a higher salary.

Other factors influencing the unemployment rate:

1.  Length of unemployment – Some studies indicate that an important factor influencing a worker’s decision to accept a new job is directly related to the length of the unemployment benefit they are receiving.

Currently, workers in most states are eligible for up to 26 weeks of benefits from the regular state-funded unemployment compensation program, although seven states provide fewer weeks and one provides more.  Extended Benefits (EB) have triggered on in 14 states plus the District of Columbia and the Virgin Islands.  Additional weeks of federal benefits are also available through September 6, 2021.

Studies suggest that additional weeks of benefits reduce the incentive of the unemployed to seek and accept less-desirable jobs.

2.  Changes in GDP – Since hiring workers takes time, the improvement in the unemployment rate usually lags the improvement in the GDP.

Now back to the issue at hand, namely the recruiting, and placing, of professionals and those with college degrees.

The June 2022 rates for these two categories, 2.2% and 2.1%, respectively, are still fairly high.  But regardless, these unemployment numbers usually include a good number of job hoppers, job shoppers and rejects.  We, on the other hand, are engaged by our client companies to find those candidates who are happy, well-appreciated, making good money and currently working and we entice them to move for even better opportunities—especially where new technologies are expanding.  This will never change.  And that is why, no matter the overall unemployment rate, we still need to MARKET to find the best possible job orders to work and we still need to RECRUIT to find the best possible candidates for those Job Orders.
