Preface
Many of you continue to correspond with me about these monthly BLS analyses and have asked if it is OK to use them in your presentations. The answer is, of course, yes! That is why I spend the time to assemble this information. I would encourage any of you who have that desire to weave any of the information I have printed below into your presentations. I write these analyses for the benefit of our recruitment industry in general and for the members of my distribution list in particular. So use this info as you deem appropriate.
I also write these monthly BLS analyses to not only counterbalance the negative/incorrect press reporting of our general economic state but, more than that, to remind all of my recruitment readers that, at the level we work, there is no unemployment and so we must recruit to find the candidates our client companies so desperately need!
So, to my recruiter colleagues, get out there and do what your name implies…RECRUIT! When your client companies have unique and difficult positions to fill, they need you. When they are being picky, they need you. When they are longing for more production from fewer employees, they need you. Go fill those needs. These should be the halcyon days in the recruitment arena!
Finally, always remember that we are not in an HR business, but in a ‘circumventing the time factor in the hiring sequence’ business—and adding value to our client companies.
GDP Growth in Q3 gets Upward Revision to 3.3%, Fastest Pace in 3 Years

US real gross domestic product grew at an annual rate of 3.3% in the 3rd quarter, according to the second estimate of GDP growth released today by the US Commerce Department. The new estimate is up from the previous estimate that pegged growth at 3.0%; it reflects upward revisions to nonresidential fixed investment, state and local government spending and private inventory investment.
In the 2nd quarter, real GDP increased 3.1%.
Reuters reported the expansion was the fastest pace since the 3rd quarter of 2014 and exceeded its poll of economists, who had expected that 3rd quarter GDP growth would be raised to a 3.2% rate. The brisk growth pace strengthens the case for the Federal Reserve to raise interest rates next month.
INDEED reports 61% of Employers to hire more people in 2018 than they did this year

Employers predict bullish hiring plans for 2018 but competition for talent will be fierce, according to Indeed’s Employer Outlook 2018 report described today by Kevin Walker, senior director of field marketing at Indeed.
The survey found 61% of respondents expect to hire more people in 2018 than they did in 2017 and only 10% of surveyed companies plan to reduce their rate of hiring; the remainder plan to maintain current levels.
Much of the expected hiring comes in response to current or projected business success. 56% of employers said they are hiring to support business growth, while 31% are hiring for a specific skill and only 13% are replacing lost staff.
The report found most companies in nearly every industry will see a jump in hiring in 2018, but some will be more aggressive than others. The most active industries for recruiting are architecture and engineering where 82% plan to hire, followed by IT and telecom companies and professional services firms at 75% and 71% respectively. At the other end of the spectrum, only 55% of retail companies and 41% of educational organizations plan to recruit more people next year.
Regionally, the Southwest will lead hiring with 75% of companies looking to hire more people in 2018. The West, Southeast, and Midwest by contrast have similar hiring expectations at 62%, 61% and 60%, respectively; however, only 57% of companies in the Northeast anticipate hiring increases.
Despite aggressive hiring plans, 42% of employers surveyed are concerned they won’t be able to find the talent they need. While 41% of companies struggle to find entry-level hires, 33% of companies struggle with hiring middle management, 25% report challenges with senior management and 20% pointed to executive level positions as their most difficult hires.
The survey included more than 1,000 companies with 100 employees or more. It was conducted in October 2017.
Executives mindful of Salary History Legislation, but doubt it will improve Pay Equity Situation, Hay Group Survey finds

A majority of executives believe their organizations will be affected by new legislation aimed at closing pay gaps for women and other underserved populations, according to a survey released by the Hay Group division of Korn Ferry International Inc. However, most don’t believe the legislation will achieve the desired results.
Cities and states across the US — including California, Massachusetts, Delaware and Oregon — are at various stages of enacting legislation to prohibit employers from asking job candidates about their salary history and using the information in making pay offers. New York City enacted such legislation recently. Proponents say that basing pay on past wages can perpetuate the earnings divide.
However, whether the new laws will improve gender pay equity remains to be seen. Most executives polled, 65%, believe that the law will not, or only to a small extent, improve the gender pay equity situation in their organization. And although further action on pay equity is likely ahead, only 19% of organizations say they are well prepared to handle the new laws once they go into effect.
Many large organizations indicated that they are likely to get ahead of the issue by changing their national policies instead of waiting for individual cities and states to pass measures. Nearly half of the executives polled, 46%, said choosing to comply with the most stringent legislation is their likely course of action, as opposed to complying with each local legislation.
“As a result of this legislation, many employers will need to seek out better market data and conduct more rigorous analyses to determine what a job should pay versus relying on the crutch of a candidate’s compensation history,” said Tom McMullen, senior client partner in Korn Ferry Hay Group’s reward and benefits group. “Organizations need to ensure they have an effective job evaluation process that provides the right criteria and credibility for assessing the size of jobs.”
The survey took place in July and August 2017 and included responses from 108 companies from a broad range of industries and company sizes. 63% of respondents were either CHROs or other C-suite executives.
More than half of US Professionals say Hiring Managers have unconscious bias toward hiring Veterans

Hiring managers in the US have an unconscious bias toward hiring veterans, according to 58% of nearly 1,000 US professionals interviewed by Futurestep, a division of Korn. More than a third of respondents also said their organizations are putting more emphasis on hiring veterans today compared to 5 years ago.
However, 66% of respondents said their organizations do not have clear messaging as to why veterans should choose their company as a future employer, and 63% said they do not have veteran hiring outreach programs in place.
“Transitioning military members bring with them invaluable skills, experiences and traits, such as precise communication, individual accountability, impeccable execution and natural leadership,” said Bill Sebra, global operating executive, Korn Ferry Futurestep. “Organizational leaders who make a concentrated effort on recruiting veterans will no doubt benefit from new employees who display poise, ingenuity and the ability to handle stressful situations.”
The new ADP/Moody’s National Employment Report: Over 78% of all new job growth in November 2017 came from Small and Medium-size Companies!

Private sector employment increased by 190,000 jobs from October to November (a 45,000 job decrease from October’s 235,000), according to the November ADP National Employment Report®. There were no revisions to the October total number of jobs added.
This report is produced by ADP® in collaboration with Moody’s Analytics. The matched sample used to develop the ADP National Employment Report® was derived from ADP payroll data, which represents 411,000 U.S. clients employing nearly 24,000,000 workers in the U.S.

“The labor market continues to grow at a solid pace,” said Ahu Yildirmaz, vice president and co-head of the ADP Research Institute. “Notably, manufacturing added the most jobs the industry has seen all year. As the labor market continues to tighten and wages increase it will become increasingly difficult for employers to attract and retain skilled talent.”
Mark Zandi, chief economist of Moody’s Analytics, said, “The job market is red hot, with broad-based job gains across industries and company sizes. The only soft spots are in industries being disrupted by technology, brick-and-mortar retailing being the best example. There is a mounting threat that the job market will overheat next year.”

Job Openings and Labor Turnover Summary – September 2017
November 7, 2017
On November 7th, the U.S. Bureau of Labor Statistics (BLS) reported that the number of job openings was little changed at 6,100,000 on the last business day of September. Over the month, hires and separations were also little changed at 5,300,000 and 5,200,000, respectively. Within separations, the quits rate and the layoffs and discharges rate were little changed at 2.2% and 1.2%, respectively. This release includes estimates of the number and rate of job openings, hires, and separations for the nonfarm sector by industry and by 4 geographic regions.
Job Openings
On the last business day of September, there were 6,100,000 job openings, little changed from August. Job openings have been at or near record high levels since June. The job openings rate was 4.0% in September. The number of job openings was little changed for total private and for government. Job openings increased in professional and business services (+156,000), other services (+52,000), state and local government education (+36,000), and federal government (+15,000). Job openings decreased in accommodation and food services (-111,000) and information (-28,000). The number of job openings was little changed in all 4 regions.

Hurricane Irma
Hurricane Irma made landfall in Florida during September, the reference month for the preliminary estimates in this release. All possible efforts were made to contact and collect data from survey respondents in the hurricane-affected areas. A review of the data indicated that Hurricane Irma had no discernible effect on the JOLTS estimates for September.

Hires
The number of hires was little changed at 5,300,000 in September. The hires rate was 3.6%. The number of hires was little changed for total private and for government. The number of hires was little changed in all industries and regions.
Separations
Total separations includes quits, layoffs and discharges, and other separations. Total separations is referred to as turnover. Quits are generally voluntary separations initiated by the employee. Therefore, the quits rate can serve as a measure of workers’ willingness or ability to leave jobs. Layoffs and discharges are involuntary separations initiated by the employer. Other separations includes separations due to retirement, death, disability, and transfers to other locations of the same firm.
The number of total separations was little changed at 5,200,000 in September. The total separations rate was 3.6%. The number of total separations was little changed for total private and for government. Total separations decreased in other services (-73,000) and wholesale trade (-37,000). The number of total separations was little changed in all 4 regions.
The number of quits was little changed at 3,200,000 in September. The quits rate was 2.2%. The number of quits was little changed for total private and for government. Quits rose in professional and business services (+82,000) and state and local government, excluding education (+10,000). Quits fell in other services (-45,000) and real estate and rental and leasing (-16,000). In the regions, the number of quits increased in the Midwest.
There were 1,700,000 layoffs and discharges in September, little changed from August. The layoffs and discharges rate was 1.2% in September. The number of layoffs and discharges was little changed for total private and for government. The layoffs and discharges level decreased in wholesale trade (-30,000) and mining and logging (-7,000). The number of layoffs and discharges was little changed in all 4 regions.
The number of other separations edged down in September to 355,000. Other separations edged down for total private and was little changed for government. Other separations increased in state and local government education (+6,000). Other separations decreased in other services (-18,000), accommodation and food services (-13,000), and educational services (-5,000). The number of other separations decreased in the South region.
Net Change in Employment
Large numbers of hires and separations occur every month throughout the business cycle. Net employment change results from the relationship between hires and separations. When the number of hires exceeds the number of separations, employment rises, even if the hires level is steady or declining. Conversely, when the number of hires is less than the number of separations, employment declines, even if the hires level is steady or rising. Over the 12 months ending in September, hires totaled 63,900,000 and separations totaled 62,100,000, yielding a net employment gain of 1,800,000. These totals include workers who may have been hired and separated more than once during the year.

The Job Openings and Labor Turnover Survey results for October 2017 are scheduled to be released on Monday, December 11, 2017 at 10:00 a.m. (EST).
As we recruiters know, that 6,100,000 number only represents 20% of the jobs currently available in the marketplace. The other 80% of job openings are unpublished and are filled through networking or word of mouth or by using a RECRUITER. So, those 6,100,000 published job openings now become a total of 30,500,000 published AND hidden job orders.
In November there were 6,610,000 unemployed workers. What was the main reason why those workers were unemployed? Two Words: Structural Unemployment. If we can’t figure out how to educate and/or reeducate those 6,610,000 unemployed, then they will keep reappearing each month as a BLS unemployment statistic—as they have. In the meantime, our recruitment marketplace flourishes!
Online Job Ads Increased 137,100 in November

Online advertised vacancies increased 137,100 to 4,700,900 in November, according to The Conference Board Help Wanted OnLine® (HWOL) Data Series, released today. The October Supply/Demand rate stands at 1.43 unemployed for each advertised vacancy, with a total of 2,000,000 more unemployed workers than the number of advertised vacancies. The number of unemployed was approximately 6,500,000 in October.
The Professional occupational category saw gains in Education, Training, and Library (15.9), Healthcare Practitioners and Technical (15.1), and Business and Financial (11.8). The Services/Production occupational category saw gains in Building and Grounds Cleaning and Maintenance (6.4) and Food Preparation and Serving (5.9).
NOTE: Recently, the HWOL Data Series has experienced a declining trend in the number of online job ads that may not reflect broader trends in the U.S. labor market. Based on changes in how job postings appear online, The Conference Board is reviewing its HWOL methodology to ensure accuracy and alignment with market trends.
OCCUPATIONAL HIGHLIGHTS

Education, training, and library ads increased 15,900 to 175,100. The supply/demand rate lies at 1.13, i.e. over 1 unemployed job-seeker for every advertised available opening’
Healthcare practitioners and technical ads increased 15,100 to 617,900. The supply/demand rate lies at 0.26, i.e. over 3 advertised openings per unemployed job-seeker.
Business and financial operations ads increased 11,800 to 284,000. The supply/demand rate lies at 0.76, i.e. over 1 advertised opening per unemployed job-seeker.
Computer and mathematical science ads increased 10,600 to 501,300. The supply/demand rate lies at 0.22, i.e. over 4 job-seekers for every advertised available opening.
Food preparation and serving related ads increased 5,900 to 232,500. The supply/demand rate lies at 2.25, i.e. over 2 advertised openings per unemployed job-seeker.
Building and grounds cleaning and maintenance ads increased 6,400 to 109,100. The supply/demand rate lies at 3.31, i.e. over 3 unemployed job-seekers for every advertised available opening.

U-6 Update
In November, 2017 the regular unemployment number remained at 4.1%, while the broader U-6 measure rose one-tenth to 8.0%. This number is the lowest it has been in November since 2006—11 years ago!
The above 8.0% is referred to as the U-6 unemployment rate (found in the monthly BLS Employment Situation Summary, Table A-15; Table A-12 in 2008 and before). It counts not only people without work seeking full-time employment (the more familiar U-3 rate), but also counts “marginally attached workers and those working part-time for economic reasons.” Note that some of these part-time workers counted as employed by U-3 could be working as little as an hour a week. And the “marginally attached workers” include those who have gotten discouraged and stopped looking, but still want to work. The age considered for this calculation is 16 year and over.

The November 2017 BLS Analysis
According to the November 2017 Employment Situation Summary, published by the Bureau of Labor Statistics, a division of the US Department of Labor, the total nonfarm payroll employment increased by 228,000 in November – and decrease of 16,000 over last month’s revised 244,000—down from the originally reported, 261,000.
The unemployment rate is also published by the BLS. That rate is found by dividing the number of unemployed by the total civilian labor force. On December 8th, 2017, the BLS published the most recent unemployment rate for November 2017 of 4.1% (actually it is 4.118%, up by .053% from 4.065% in October, 2017. This is very close to last month’s number—the lowest unemployment rate in about 17 years!
The unemployment rate was determined by dividing the unemployed of 6,610,000
(–up from the month before by 90,000—since November, 2016 this number has decreased by 799,000) by the total civilian labor force of 160,529,000 (up by 148,000 from October, 2017). Since November 2016, our total civilian labor force has increased by 1,073,000 workers.
(The continuing ‘Strange BLS Math’ saga—after a detour in December 2016 when the BLS {for the first time in years} DECREASED the total Civilian Noninstitutional Population—this month the BLS again increased this total to 255,949,000. This is an increase of 183,000 from last month’s increase of 204,000. In one year’s time, this population has increased by 1,409,000. The Civilian Noninstitutional Population has increased each month—except in December 2016—by…)

This month the BLS has decreased the Civilian Labor Force to 160,529,000 (up from October by 148,000).
Subtract the second number (‘civilian labor force’) from the first number (‘civilian noninstitutional population’) and you get 95,420,000 ‘Not in Labor Force’—up by 35,000 from last month’s 95,385,000. In one year’s time, this NILF population has increased by 336,000. The government tells us that most of these NILFs got discouraged and just gave up looking for a job. My monthly recurring question is: “If that is the case, how do they survive when they don’t earn any money because they don’t have a job? Are they ALL relying on the government to support them??”
This month our Employment Participation Rate—the population 16 years and older working or seeking work— remained at 62.7%. This is .3% above the historically low rate of 62.4% recorded in September 2015—and, before that, the rate recorded in October 1977—9 months into Jimmy Carter’s presidency—almost 40 years ago!
Final take on these numbers: Fewer people looking for work will always bring down the unemployment rate.
Anyway, back to the point I am trying to make. On the surface, these new unemployment rates are scary, but let’s look a little deeper and consider some other numbers.
The unemployment rate includes all types of workers—construction workers, government workers, etc. We recruiters, on the other hand, mainly place management, professional and related types of workers. That unemployment rate in November was 2.0% (this rate was .1% lower than last month’s 2.1%). Or, you can look at it another way. We usually place people who have college degrees. That unemployment rate in November was 2.1% (this rate was .1% higher than last month’s 2.0%).
Now stay with me a little longer. This gets better. It’s important to understand (and none of the pundits mention this) that the unemployment rate, for many reasons, will never be 0%, no matter how good the economy is. Without boring you any more than I have already, let me add here that Milton Friedman (the renowned Nobel Prize-winning economist), is famous for the theory of the “natural rate of unemployment” (or the term he preferred, NAIRU, which is the acronym for Non-Accelerating Inflation Rate of Unemployment). Basically, this theory states that full employment presupposes an ‘unavoidable and acceptable’ unemployment rate of somewhere between 4-6% with it. Economists often settle on 5%, although the “New Normal Unemployment Rate” has been suggested to fall at 6.7%.
Nevertheless (if you will allow me to apply a ‘macro’ concept to a ‘micro’ issue), if this rate is applied to our main category of Management, Professional and Related types of potential recruits, and/or our other main category of College-Degreed potential recruits, we are well below the 4-6% threshold for full employment…we find no unemployment! None! Zilch! A Big Goose Egg!
THE IMPORTANCE OF GDP
“The economic goal of any nation, as of any individual, is to get the greatest results with the least effort. The whole economic progress of mankind has consisted in getting more production with the same labor…Translated into national terms, this first principle means that our real objective is to maximize production. In doing this, full employment—that is, the absence of involuntary idleness—becomes a necessary by-product. But production is the end, employment merely the means. We cannot continuously have the fullest production without full employment. But we can very easily have full employment without full production.”

On November 29th, the US Bureau of Economic Analysis (BEA) announced the real gross domestic product (GDP) — the value of the goods and services produced by the nation’s economy less the value of the goods and services used up in production, adjusted for price changes — increased at an annual rate of 3.3% in the third quarter of 2017, according to the “second” estimate released by the Bureau of Economic Analysis. In the second quarter of 2017, real GDP increased 3.1%. The GDP estimate released today is based on more complete source data than were available for the “advance” estimate issued last month. In the advance estimate, the increase in real GDP was 3.0%. With this 2nd estimate for the 3rd quarter, the general picture of economic growth remains the same; nonresidential fixed investment, state and local government spending, and private inventory investment were revised up from the prior estimate. The increase in real GDP in the third quarter reflected positive contributions from PCE, private inventory investment, nonresidential fixed investment, and exports that were partly offset by a negative contribution from residential fixed investment. Imports, which are a subtraction in the calculation of GDP, decreased. The acceleration in real GDP in the third quarter reflected an acceleration in private inventory investment, a downturn in imports, and smaller decreases in state and local government spending and in residential fixed investment that were partly offset by decelerations in PCE, in nonresidential fixed investment, and in exports. Three Update Releases to GDP BEA releases 3 vintages of the current quarterly estimate for GDP: “advance” estimates are released near the end of the first month following the end of the quarter and are based on source data that are incomplete or subject to further revision by the source agency; “second” and “third” estimates are released near the end of the second and third months, respectively, and are based on more detailed and more comprehensive data as they become available. Annual and comprehensive updates are typically released in late July. Annual updates generally cover at least the 3 most recent calendar years (and their associated quarters) and incorporate newly available major annual source data as well as some changes in methods and definitions to improve the accounts. Comprehensive (or benchmark) updates are carried out at about 5-year intervals and incorporate major periodic source data, as well as major conceptual improvements.

IT IS IMPOSSIBLE FOR UNEMPLOYMENT EVER TO BE ZERO
‘Unemployment’ is an emotional ‘trigger’ word…a ‘third rail’, if you will. It conjures up negative thoughts. But it is important to realize that, while we want everyone who wants a job to have the opportunity to work, unemployment can never be zero and, in fact, can be disruptive to an economy if it gets too close to zero. Very low unemployment can actually hurt the economy by creating an upward pressure on wages which invariably leads to higher production costs and prices. This can lead to inflation. The lowest the unemployment rate has been in the US was 2.5%. That was in May and June 1953 when the economy overheated due to the Korean War. When this bubble burst, it kicked off the Recession of 1953. A healthy economy will always include some percentage of unemployment.
There are five main sources of unemployment:
- Cyclical (or demand-deficient) unemployment – This type of unemployment fluctuates with the business cycle. It rises during a recession and falls during the subsequent recovery. Workers who are most affected by this type of unemployment are laid off during a recession when production volumes fall and companies use lay-offs as the easiest way to reduce costs. These workers are usually rehired, some months later, when the economy improves.
- Frictional unemployment – This comes from the normal turnover in the labor force. This is where new workers are entering the workforce and older workers are retiring and leaving vacancies to be filled by the new workers or those re-entering the workforce. This category includes workers who are between jobs.
- Structural unemployment – This happens when the skills possessed by the unemployed worker don’t match the requirements of the opening—whether those be in characteristics and skills or in location. This can come from new technology or foreign competition (e.g., foreign outsourcing). This type of unemployment usually lasts longer than frictional unemployment because retraining, and sometimes relocation, is involved. Occasionally jobs in this category can just disappear overseas.
- Seasonal unemployment – This happens when the workforce is affected by the climate or time of year. Construction workers and agricultural workers aren’t needed as much during the winter season because of the inclement weather. On the other hand, retail workers experience an increase in hiring shortly before, and during, the holiday season, but can be laid off shortly thereafter.
- Surplus unemployment – This is caused by minimum wage laws and unions. When wages are set at a higher level, unemployment can often result. Why? To keep within the same payroll budget, the company must let go of some workers to pay the remaining workers a higher salary.
Other factors influencing the unemployment rate:
- Length of unemployment – Some studies indicate that an important factor influencing a workers decision to accept a new job is directly related to the length of the unemployment benefit they are receiving. Currently, in 2017, workers in most states are eligible for up to 26 weeks of benefits from the regular state-funded unemployment compensation program, although eight states provide fewer weeks and one provides more. Studies suggest that additional weeks of benefits reduce the incentive of the unemployed to seek and accept less desirable jobs.
- Changes in GDP – Since hiring workers takes time, the improvement in the unemployment rate usually lags behind the improvement in the GDP.

Now back to the issue at hand, namely the recruiting, and placing, of professionals and those with college degrees.

The November 2017 rates for these two categories, 2.0% and 2.1%, respectively, are low again this month and are at or close to the halcyon numbers we attained in the 2005-2007 time frames. But regardless, these unemployment numbers usually include a good number of job hoppers, job shoppers and rejects. We, on the other hand, are engaged by our client companies to find those candidates who are happy, well-appreciated, making good money and currently working and we entice them to move for even better opportunities—especially where new technologies are expanding. This will never change. And that is why, no matter the overall unemployment rate, we still need to MARKET to find the best possible job orders to work and we still need to RECRUIT to find the best possible candidates for those Job Orders.
